Your foot pedal plug is loose or possibly unplugged. You could also have a piece of fabric or thread that may be caught under the plate or around the bobbin. Remove all lint and oil the machine making sure the foot pedal plug is tightly in the machine.

If you can't turn the handwheel on the side at all you need to be very careful. If the two loopers are crossed and you force the machine you will be looking at a rather expensive repair bill. Open the front cover and do a visual inspection, making sure nothing foreign is inside the machine. If the handwheel turns easily and the only problem is electric, check the front cover. If it is not closed all the way the power to the motor is cut off for safety reasons. Hope this helps.

The first thing to check is the pedal itself. If you have a continuity tester you can check to see if a connection is being made in the pedal when it's being stepped on.
You can also turn the handwheel back and forth while you step on the pedal with the power to the machine on. If the motor starts to run a little bit, you know the pedal is good and the motor carbons will be bad.
That machine's rear cover over the motor comes off somewhat easily, so you could also check the connections in the electric terminal where the foot control plugs in. Make sure to have it unplugged when you do this part. Gently move the wires near where they connect to the terminal block and see if any are loose. There are screws there that tighten onto the wires that sometimes loosen which would make your pedal not work.
