What is wrong with your hp w1907 lcd monitor? It won't allow you to get to the menu screen with the computer off?
The computer must control the monitor and should have a graphics card that supports the different resolutions of the monitor which will be connected to the computer via DVI or VGA.
I think your monitor is fine, unless you cannot get it to work with your computer.

It's the tv, not the computer thats the problem. I can plug another tv screen and its fine. The problem is the one listed above.
