If its a router some times you can do the tripple 10 method of holding the reset button on the back of the router for 10 seconds or untill the power LED begins to flash, unplugging the router while the LED is flashing for another 10 seconds, then plugging the router back in and hitting the reset button for another 10 seconds, if it is a laptop most new laptops and desktops come with a built-in recovery partition, without further information on the issue however a proper solution cannot be assured, can we please get more details?

When i power on my Acer aspire one all i get is blue screen....how do i restore factory settings?

press f9 as soon as soon as you turn on the laptop and you should be routed to the recovery console. tick the box and continue. disclaimer: going for the factory settings will delete all data. Restoring it to the factory defaults will only work if there's a recovery partition on the hard drive itself

however if the cause of the blue screen is a hardware failure , restoring it to the factory settings will be useless
