Might the driver software was not properly installed. Or the settings of your audio and mic has something to do with it. Or try to goo to device manager, look for the specific device, then try to disable and then enable it back.
If the person cannot hear you then, either your microphone driver was not installed or not working OR the microphone is not configured in Skype. To test your microphone then click on Start - All Programs - Accessories - Entertainment - Sound recorder. Then record your voice and then play it back. If this is OK then the microphone need to be configured in Skype. To configure the microphone - Open Skype - Tools - Options - Audio Settings for the Microphone THEN click on Save.

well ..i cant see what type of conection you mic has and what you really want to achieve as far as quality of sound or ultimate use..,but...here are some ideas..
A mic needs a pre amp and that is often built into some cheap but usable mini mixers made by behringer..You could pick up one and a good cheap dynamic mic[dynamic mics are best close to the sound source] with a lead and then go from the main output of the little mixer to the audio input of the computer.. A second but easier way and one that could give very good results is purchase a USB input microphone and this will have mic pre amp built in so it just plugs into your computer usb port.. SE electronics ,Rode make brilliant ones that are used often for podcasting..[well worth the +-100 uk pounds] but i am confident that berhinger will make a usable model for much less money[these type usb condensers will be sensitive and give clear results]...
• Check all connections for the "(type of microphone)" , make sure the microphone switch is set to the microphone button.
• If you are running windows® 95 or later, check the microphone volume settings.
1. Go to the start button, All programs, Accessories, Entertainment(multimedia), then Volume control.
2. Make sure the microphone volume isn't set to mute. 3. go to options, then Properties..., select the button next to Recording 4. go to start button, All Programs, Accessories, Entertainment(multimedia), then click on Sound recorder to test your microphone.

Go to Control Panel and Click on Sounds, Click
on Audio, then Click on the Microphone. Then Click on the drop
down and select Camera Microphone.
Click OK and it should work.

First, make sure you have a webcam with a microphone, and run any test software the webcam came with to check and make sure it is *supposed* to work. Next, open SOUND PROPERTIES through the CONTROL PANEL and then from the menu go to ADVANCED and RECORDING and OKAY, to bring up a volume array that includes the control MICROPHONE. Then, dig around to make sure MICROPHONE is the input being selected for amplification, and try ADVANCED on MICROPHONE and turn on BOOST if it has this control. You can test whether all of this worked by opening SOUND RECORDER from ACCESSORIES and making a short recording of yourself cursing the machine and everyone who designs them. If it plays back normally, try your web camera again. If it still has no sound, the problem is in the settings of the web camera itself. Open whatever software it came with and check setting like MUTE and MICROPHONE VOLUME are set correctly.
