GX150 optiflex "setup utility" configuration

OPERATING SYSTEM. That would be Windows.

You are in BIOS Setup, and shouldn't be in there.

Computer OFF. (Press the Power On button, and hold it for 10 seconds until the computer turns off; if it is on)

Press the Power On button, and hold it in. Hold for a count of 10 seconds. let go. Do this same procedure 2 more times.

If the Power On LED light blinks, when you press the Power On button for the third time; hold for ten seconds, let go; do it again.
Keep pressing until the Power On LED light doesn't blink on.

This resets CMOS Error Codes, and resets BIOS Setup back to the factory default settings.

Operating system error is solved by installing the Restoration Disk/s, and when asked choose Repair. (Non-Destructive Installation)
If this doesn't solve the problem, you have a bad harddrive data cable, or a bad harddrive.

I get a blinking orange light om optilpex gx150, no power up

It sounds like a power failure.
If it is plugged into a surge protector, try resetting it. In the Dell manual, it says, "if the power light is blinking amber - The computer is receiving electrical power, but an internal power problem might exist. Ensure that the voltage selection switch is set to match the AC power at your location (if applicable).Ensure that the processor power cable is securely connected to the system board (see page 73)."
There is another thread on FixYa that might be of some use: http://www.fixya.com/support/t274632-dell_gx150_power_light_flashing_orange.
Finally, I checked a Dell forum and found this discussion: http://en.community.dell.com/support-forums/desktop/f/3514/t/17794576.aspx.
If you do need to replace the power unit, I found a replacement part athttp://www.discountelectronics.com/index.php?l=product_detail&p=2168.
If you are not comfortable replacing the part yourself, you can use a PC repair service, such as the Geek Squad. It might be worth getting a second opinion.
Thank you for using FixYa!

Dell optiplex gx260

Reference the Power LED States
Dell OptiPlex and Dimension computers and Dell Precision workstations have incorporated the use of the multi-state power button LED as a hardware status indicator. The power button LED illuminates in two different colors and can also blink, which allows for indication of five different system operation states. (Table 1)
LED State
System State
Steady Yellow The power supply is functioning, but the system is not processing data. This may indicate an issue with the system board or CPU. Blinking Yellow The power supply is receiving power from the source but is unable to properly distribute it to the components. This may indicate a power supply problem. Steady Green This generally indicates that the system is functioning normally. However, if problems are detected with installed components, the system may initiate a beep code. Blinking Green The system is in a Standby ACPI state. Off The system power is off.

LED's blinking, no video

Your C5707 transistors in the monitor have failed. Suggest replacing all four with the Sanyo C5707 transistor. A common problem.
