This printer needs a service, the waste ink tanks are full. The printer needs to be opened up, and these waste ink spounges need to either be replaced or cleaned. Use disposable gloves and water to flush out the ink. Dry out the sponges in the sun, and reinstall them.

Flashing alternately mean waste pad full. Reset using SSC utility or Adjusment program/resetter. But, you must replace cartridge before. Turn off printer, unlock carriage lock (left side of carriage at parking position). Move carriage by hand to replacement position. Replace ink tank. Reset using the resetter.
Before you can have unlimited refilling you must need this devices:
Option 1: The chip resetter which you will need to manually reset the cartridge before refilling to enable the printer to recognize a new cartridge.
Heres the link where you can buy the resetter: http://cgi.ebay.ph/CHIP-RESETTER-For-EPSON-T5591-T077120-T078120-T0791-INK_W0QQitemZ290276640766QQcmdZViewItemQQptZBI_Toner?hash=item4395d607fe
Option 2: You a new set of empty cartridges with autoreset chips in it. No manual resetting needed, what you need is to refill and monitor the ink level.
Explanation: When the printer detected that the cartridge is empty, the printer sends data to the cartridges and the cartridge understand what the printer says, then the cartridge automatic chip resetter will re trigger the logic circuit built in into it to reset into full ink level.
Here is the link of the autoreset chip what Im taking about:
no,ink cartridges cannot be refilled .kodak printers dont recognize refilled cartridges and as such, ink price is very reasonable, clear liquid is white coloured ink. no cartridge resetter is available, cartridges are seated in the printhead of the printer
some problems with compatiblecartridges can be solved by taking all the ink out and powering the printer off then back on then put the ink back in, you might have to do this a few times also make sure no ink or dust has built up on the pins.
