On page 75 and page 76 of the Reference Manual
for the Panasonic Toughbook CF51 is described
the procedure to turn "on" the wireless lan:
1 Double-click on the taskbar.
2 Select your wireless LAN adapter and select [General].
3 Select [On] for [Switch radio].
4 Select [Networks] and select [Add].
5 Enter the profile name and network name (SSID), and then make
other necessary changes, then select [Next].
6 Make necessary changes and select [Finish].
Please note that there is no Physical Wireless Switch
on the Panasonic Toughbook CF51.

Turn the laptop over and remove the battery.
Remove the screws that are used to secure the memory/wireless LAN minicard cover with a Phillips-head screwdriver. Lift the edge of the cover to remove it.
Disconnect the antenna cables from the wireless LAN minicard with the needle-nosed pliers.
Locate the screws that are used to secure the wireless LAN minicard to the motherboard and remove them with the Phillips-head screwdriver.
Pull the wireless LAN minicard out by grabbing the card by the edges.
Reinsert the wireless LAN minicard and push down on the card to set it in place.
Tighten the screws to secure the card to the motherboard.
Replace the antenna cables with the needle-nosed pliers.
Replace the memory/wireless LAN minicard cover and secure it with the screws.
Replace the battery and then turn on the laptop. Windows Vista will load and reinstall the drivers for the ISATAP adapter.
