It sounds like your fuel pump is trying to draw more fuel than is available ...So you may need to clean the fuel strainer [should be done once every month of use and before storing ...as you don't want any gunk to harden on the strainer when there is no fuel to keep the strainer moist].

Pilot,

You need to have a new mat put in the bottom of the burner. When this mat lifts, sometimes the flame will cause a moaning noise with a large yellow flame. A new mat and maybe a burner ring will fix ya.

We have a Toyo Laser , when it kicks on we get

You need to look at the igniter guide gasket. That is the gray fiber gasket just behind the igniter flange. When you remove the igniter you may see a black rubber gasket that could be cracked or completely gone. You will need to replace it with the new style ( #17185580). While you are looking, look at the draft tube, where it goes into the fuel sump. If it is cracked it will need to be replaced.

Toyo Laser 56 EE2 message--no flame? valves open and clean filter

You might of got type 2 fuel oil. If it is a smaller tank sometimes the fueler doesn't clear the line before filling and you'll slug down some type2 which will snuff the flame.
Check to see if the filler kinked a line outside while filling.
