I turn it on and it says enter drivelock password which i enter 1977 then it says enter password which is the same 1977 then you see the words safe mode in all four corners of the screen then it says an invalid parameter was passed to a service function then the only option in that box is to click ok so i do then it goes back to enter drivelock password

sounds like your PC is infected to me
some PCs now, if the OS detects serious problems (corruption)
it goes to safe mode automatically.
my guess is that is what happened.
because going INTO safe mode is more tricky, no more F8 key magic in W10
so what OS< never post any PC questions lacking what OS you run. OPERATING SYSTEM.

only one best way is, trying to remember password because it's no so easy to unlock drive. And if you really wanna get unlocked your drive then you need to send back your drive to manufacturer because there are no such an easy way to unlock drive.
but it's expensive to get recover back from manufacturer so it's better getting new one.

Try this, get a boot able CD copy of RIPLINUX 6.2 nonX. Go into your Compact bios and select CDROM as the first boot device. Open cd dvd player and install 6.2 Power down and then power up to 6.2 Install GRUB and select HARD DRIVE Partition #2 from the menu and wait.
Now here is what will happen. GRUB will load and execute drive partition #2 which contains the original factory install for your Compact V5000T. Warning!!!! You will lose any customized programs that where added after you bought your computer (goes back to factory default operating system) by reformatting #1 partition. There are utilities that can retrive the contents of a formatted partition, but this is beyond the limits of this topic. Use Google to search for those utilities. They are sometimes free.

There are a few ways to actually retrieve a lost Windows account password. Read on, and we’ll show you the light.
1st Method:
The first thing which you check if you forget login password. When we install Windows, it automatically creates an account "Administrator" and sets its password to blank. So if you have forget your user account password then try this:
Start system and when you see Windows Welcome screen / Login screen, press ctrl+alt+del keys twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows.
Now you can reset your account password from "Control Panel -> User Accounts".
Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.
2th Method:

The Compaq drivelock feature is designed to protect the data on a laptop's hard drive by assigning a password.
This password protects the drive in the event the laptop is lost or stolen, but can be removed when necessary.
Knowing how to remove or change the drivelock feature can make your Compaq more useful and more secure.
Power on your laptop and enter the drivelock password you established when you turned the drive protection feature on.
You will need this password to access the drive and turn off the drivelock feature.
Click the "Disabled" option in the drivelock menu.
This will turn off the drivelock feature on the Compaq laptop.
Do not enter anything in the password blocks.
Log on to the laptop, click the "Start" button and choose "Shut down." Choose "Restart" from the menu to power cycle your laptop and verify the drivelock setting is off.
If the drivelock setting is off you will not be prompted for a password when the laptop starts up.
