How do I format my memory card in my canon powershot S3 IS?

Call Canon for free tech support and I'd advise sending it in for free estimate. If your camera is more than a year old, you will qualify for the upgrade program which is often cheaper than repairing it.
Hope this helps!

I get a memory card error everytime I insert a memory card. They are not locked and I have tried 4 different memory cards and nothing works. How can this problem be fixed?

If it is an SDHC card your camera is too old to support it. You need to get an older-style SD card.

First, remove the card, and look in the slot for any bent flash card pins. If you see any, don't fret, it's possible that you can fix this yourself. See this article on how to unbend flash card pins.
But if no pent pins are seen, then the camera's clock battery has worn out, and is likely causing this problem. Unfortunately this battery is internal to the camera. But Canon will fix this for you (for the S400 only) for free, with free shipping. Please see the Canon advisory for your camera here.
