SOURCE: My car: 2000 BMW Z3, probably Alpine (8040?) alarm

There is no fuse for the siren and no switch to turn it off. You will have to replace the siren itself. The 2000 Z3 uses the EWS 2 system.

Install

First, lift box that contains system with both hands and gently place on shelf. Next, use internet search engine of your choice (google, bing, etc.) and type in "professional alarm installer". Select installer in your area, pick up phone and dial number.
The installation of an automotive security system requires (at least) a general knowledge of automotive electrical systems as well as a general knowledge of the installation of aftermarket automotive electronic components. Your question is so vague that it's almost humorous.

How to turn kill switch off and see manual and instructions

I am assuming that you want to disable the system temporarily by putting it in valet mode. You will need to locate the valet button; they are usually installed under the dash within reach of the driver. The button should be black and about 1/2" in diameter.
Pressing and holding the button for 3 seconds while the alarm is disarmed will put the system into valet mode. The system will turn the LED light on steady and chirp the siren to indicate that valet mode has been activated. To exit valet mode, press and release the button. The LED will turn off and the siren will chirp to indicate that you have exited valet mode.

The included link is for the manual, see page 8.

The alarm doesn't sound when the alarm is tripped

This can be caused by either a blown siren power fuse on the motherboard or a blown voice coil in your siren. It would be best to have someone with an electronic background check this with a volt/ohm meter. If voltage is present at the siren during an alarm but there isn't any sound then you will need to replace the siren. On the other hand if no voltage is measured then you need to find and replace the fuse that sends voltage out from the motherboard to the siren.

Installed Security system, H-D won't start now.

Who installed the system. If you did it yourself then look harder into the alarm wiring diagram because you have activated the starter engine cut out. Good luck
