You may have a bad pixel, unplug and disconnect video cable, now press and hold power for 2 minutes. Now plug everything back in place and start monitor, is dot is gone ? if yes! there was a static charge that caused the dot to appear, but if there was no change! you have a dead pixel no remedy.
At the LCD pannels may appear dead pixels. You can not solve this problem.
If your monitor is in the waranty period, you can address to your vendor to see if it's possible to replace your monitor. Every LCD producer have own waranty strategy.

I think you mean dead pixels. The LCD monitor has tiny pixel elements, one for each red, blue, green color and each one of these colored pixels are turnes on by a transistor. When a transistor fails then the colored pixel it controls does not light up. This is a dead pixel and it shows up as a tiny black dot.
If the screen displays a blue screen, a dead blue pixel will appear as a tiny black dot in the blue screen.
You normally would not notice a few dead pixels unless they are grouped together.
If the computer appears to boot up and the hard disk LED flashes then the computer is probably OK.
To determine if your LCD monitor or the video card is faulty, connect another monitor to your computer.
If the image is OK on the other monitor then the LCD monitor is faulty. If you also get a small dot on the other monitor then the video card is faulty and you will need to replace the video card.
I would first verify your system power settings (in Windows XP go to control panel, power options, then verify that nothing is set that could activate your monitor to a standby mode) - other versions of windows have something very similar. If all of these settings are correct, then unless the monitor is not working as required when switched on, i would recommend just leaving it be, possibly just take the time to unplug the monitor power lead instead of just switching it off.
