Larger split system air con gets power from the external unit while smaller air con gets power from the internal unit. Can you find any power switch or power socket/plug around the external or internal units?
Being a Lightening strike you are fortunate that only the board was replaced.,but it seems the damage is more than what was seen. The heavy discharge can damage many components to reduce value and be insufficient to deliver the required output.
I request that such a case might need to be checked by swapping the boards/LCD panels to confirm and so it is best to take an estimate from the service center
The so called plastic strip is not plastic, it is call Flexible Printed circuit board made from KAPTON, they are not soldered on to the LCD panel but they are ultrasonic welded on, it is obviously that people that tell you to resolder the connection never senn or work on the LCD panel before.
I would try reseating the ribbon cables between the T-CON board and the LCD panel first. Worst case will be bad LCD panel.
R403 would usually denote a resistor and not a capacitor.
Capacitors do fail but usually don't burn out in such a way but resistors do, usually because something has happened elsewhere in the circuit that overloads the resistance. I have never seen a burned capacitor but I have seen resistors glowing with heat and some white hot until they virtually evaporate blackening nearby components.
I suggest you take another closer look at the circuit board...
