By no video do you mean no display? or you cant watch videos?

if this is still at start up and doesn't get past the POST screen then it is stuck in the power on self test (spins all fans to 100% then stops) what you need to do is to get into the BIOS and see if you can see your HDD if you can then good news its not broken yet, save and exit bios and whilst its booting tap F8 like a mad man you will be presented with a list choose boot to safe mode. once done restart.

if you are using a graphics card I would suggest trying to use the onboard VGA and then reinstall the grpahics driver

Dell laptop runs fast

When my fan runs loud this usually means the heatsink behind the fan is clogged with dust. So your fan is working harder to get the same amount of cooling. Just go buy a can of compressed air belower and spray that clogged dust out of your heatsink

My computer dell gx 620 desktop fan is running fast and it keeps on restarting and hanging especiall during heavy games and also videos and the fan is running fast

When the CPU overheats then it will shut down (i.e. thermaloverload) and won't boot up again until it has cooled down. If this is theproblem is not fixed then the CPU will eventually fail.
A faulty fan causes the problem or the fan and heat sink assembly are cloggedwith dust.
Check the CPU fan to see if it spins freely, if not replace the fan.
If the fan and heat sink is clogged with dust the remove the dust and make surethe vents are clear and dust free. Use a can of compressed air to do this.

I have a 2005 Jetta 2.5 and it seems like one fan runs to fast

One fan should run when engine is running. Other fan should run when AC is on.

Loud fan noise

hmm, it's very possible that the new fan is unable to spin fast enough to draw enough heat away fast enough. I'm guessing that this a separate video card and not the onboard video of the motherboard? and, is it the video card fan that is making all the noise?

Tower fan runs fast without stopping

either your computer is running too hot (clean it out physically, or clean out viruses) OR the fan is failing, and it sounds louder and faster cause the bad fan bearings are making that noise.
