sounds like a virus. I would reinstall windows, but first you could try to just do a repair on it. If you can start it up in safemode then you can do a virus scan on the system.
it may come from viruses that attacked your comptr..in start up, pressing F8 to run safe mode n try to scan your compter using good anti virus software
Try booting into safemode (F8) with networking and download malwarebytes (malwarebytes.org) and install and run this program , it will usually find most everything, of course make sure you have a good AV rpogram too!!!!!
Try booting with your windows xp installation cd in the drive. See if it will give you a repair or restore option when doing this. If it does not then it's possible your computer has a virus. Do you still have the Dell Resource CD? If so, run the 32-bit diagnostic tests by inserting the Resource CD or Drivers and Utilities disk and press F12 when you start the computer (as soon as you see the DELL logo). Then boot from the CD-ROM. Run the Express Test. Check for error messages. Go to support.dell.com and search for that error message or codes.
