Shortly after the new furnace/humidifier was installed a year ago, probably 1.5 months after installation last January, I had to replace the water panel. So two in that relatively warm winter season, and now, not even one month has passed. I followed the instructions, and cleaned and descaled the nearby parts, though I have not cleaned the entire system. Is the change-out frequency normal, or do I have a problem?

I had this problem several years ago. In order for the water to flow, the outside temperature sending unit must indicate to the controller that it is less than 60F. If not, the unit will not operate outside of test mode. Check the temp outside where your sending unit is (could the sun be heating that side of the house?) and ensure that the circuit to the sending unit is working. I had a bad wire splice inside a wire nut stopping the circuit. Took me a long while to figure it out.
If the outside temp and your sending unit circuit is ok, I wish you luck on your troubleshooting.

You may be having problem with air scaping from the base of the hum. it will probably may have to put silicone around the base of the hum. to stop the air scaping.

The humidifier should not turn on untill the furnace blower starts. Since the fan stays on. does the solenoid valve also stay on? If they both stay on you probably have a bad humidistat. If only the blower stays on then the circuit bourd in the humidifier is defective.
Good luck

If the water continues runs nonstop even when the heater is turned off, you might have either a bad solenoid valve or a bad humidistat. Simply disconnect one of the two low voltage wires going into the unit. If the water turns off then your problem is most likely your humidistat or the low voltage wiring. If the water continues to run even when the low voltage is disconnected you have a defective solenoid valve.
Good luck.......
