not if the fuse is for the blue light and there is not a short giving power to the blue light. If the fuse for the blue light is blown power must be coming from a short circuit ....lights do not work on their own
faulty power adapter port, may have blue light meaning charger is working normally, double check with another working power adapter or use your adapter with another keyboard to check which device has problem, power adapter or keyboard port.
I have several controlers in several different colors, but "coincidently" several of the blue colored controls have had the LED lights stop working completely. I am begining to think that many blue colored Sixaxis PS3 controlers were made during a version that had problems with the LED lights going out and no longer working, or simply a bad batch of controlers.
Did you try letting it charge for a while, even if the ligfhts won't light up, then press and hold the PS3 button to check and see if it took the charge?
On my blue controlers, they still charge and still work, but none of the LED lights illuminate anymore.
Solution would be to buy a new controler, or ignore the lights not working.

I have a 61" JVC that just stoped working. I turn it on and nothing bu the blue light stays on and the red light blinks 8 times and then the blue light joins in.
the only blue light that i know blinks is the Kmart blue light special .. we need model of things you're working with to properly diagnose. is it external drive ? with a blue light blinking ? is it connected in usb ? sounds like if its external drive with blinking light could be bad hard disk or bad controller card inside that translates ide to usb.
What I got from Ford is not working on mine #1 is bottom wire black orange,white light blue,red light green, red light blue,yellow light green, top is dark blue? I don't have a dark blue wire? I have a white wire?
Forgrt it! Our problem is the flashing blue light works and keeps us awake making it necessary to hide the phones in drawers! We can't turn off the flashing blue lights and can't find an answer to this problem.
