How long has it been since you've used the blower? Often people leave old gas and oil mixed for 2 cycle engines over the winter or for long periods of time and it can congeal or gel and form a real mess in the carb, so that either the sparkplug is filled with a gummy substance or the fuel bowl/lines are so gummed up, only a messy residue gets to the spark plug.
When this happens I first pour all the old gas out of the tank, and use the primer to push what is in the lines through to the carb bowl. Take the air cover off the carb and spray down inside it with carb cleaner. You don't want to have a new spark plug in there when doing this. All sorts of **** will run out. Now is a good time to either clean the air cleaner or replace it.
Then mix a fresh can of gas and oil in the recommended ratio, and pour about a third of a tank into your gas tank. With the air cleaner still off, pump the primer bulb until you smell the fresh gas coming through the carb. One more time, spray the carb liberally with carb cleaner and pump on the primer again to be certain all the old gas is out of the tank and carb.
Now is the time to remove the old spark plug and pull the cord a few times to wash out the cylinder head and the top of the piston.
Properly gap a new plug and, giving the head time to dry out, screw it in place. Leave the air cleaner off at this point. Take starting fluid and give it a small shot. Crank the blower with the rope. It make take several times, and at first it will only run on the starter fluid and then die. Eventually you will have the fresh gas in there and it will run on its own. After its warmed up, and you can shut it off and start it without the starter fluid, put the new air cleaner on and prepare to blow everything away!
