Trouble charging a Digland 10.1" tablet
Did the charger that you are using come with the Tablets? Many 5 volt chargers can only output a 0.5 to 1amp current, while a Tablet typically needs 2 to 2.5 amps charging current. So, if you're using a charger from some other device, then it's almost certain that it cannot provide a sufficient current for the Tablet, and the charger overloads, shuts down cools off, turns on again, overloads again, shuts down etc repeatedly - giving the exact symptom you are reporting.
Even if the charger did come with the Tablet, some of the Chinese ones are of very poor quality and cannot provide reliable service. A replacement charger rated to suit your Tablet (there should be something in the specifications that came with the Tablet listing the requirements for the charger) should solve your problem {:o)
