Thanks stoneheaded I thought so, but it's a bit confusing because the instructions to use a digital converter is to connect it to rabbit ears antennae, but I don't use an antennae. My tv is connected to the cable wire in a cable-ready apartment, even though I don't get cable just the local channels. So that would mean I have to buy both a converter box and a tv antennae right?

More likely a damaged tape got inserted, if the video heads get blocked or even partly blocked every tape after will do this, heads can be cleaned manually (careful if not sure how to do it) or a cleaning tape MAY clear this up or not.
