it sound's like someone hacked into your router, I would try resetting the device back to default. You can usually do this by holding the reset button on the router down for about 15 seconds.
After that is done, I suggest you change the default admin password. Most likely you left the admin password on the default and someone went in and changed your settings.
Maybe you have an open WiFi (no password wireless) and anyboby near can connect to your router and download files, this can slow down your Internet connection. You should configure the DLink wireless with a different SSID from the default one and set it up with encryption preferrably WAP.
