I own two Samsung Syncmaster 204B monitors, which I got for free because of defects. Both power boards had bad caps. Replaced them and one monitor worked perfectly.
The other seemed to work briefly and then failed: On start up, the power led turns blue and stays blue (NO blinking). The lamps also start, but the monitor seems to hang: blank, black display and the monitor buttons give no response. Also pressing the power led button is without response: the monitor seems to freeze on start up.
Replaced all parts with those from the other (working) monitor and tracked down the problem to the main board. Tried the corrupted EEPROM fix by resetting the EEPROM (A81SC / 24C08) by shorting pins 5 and 6: no change.
Since the monitor DID work briefly (just one time when I plugged a VGA cable for testing the power fix), it seems hard to believe the main board permanently failed at that same moment. What can I try more to track down the problem?

This is a common problem with the Samsung 204B units that have been in service for a few years. Parts called capacitors in the power supply start failing and causing the board to not start correctly. The blinking power button is just the power supply restarting over and over. The monitor is easily repairable, you just need to replace the 5 capacitors that have failed. How long have you had the monitor. It sounds like a defective backlight. Usually when the circuit driver for the backlight starts to go bad, the monitor will blink. If this is the case, eventually the monitor will not turn on at all.
Sounds like the powersupply is faulty. If it used to work for a moment then the picture dissapeared, and then if you turned it off and back on, the picture returned for a moment.
That would indicate a power supply issue, in that case it would definitely be a bad electrolyte capacitor or two. In your case I'm not sure but its either the power board or then there is something more complex wrong on the smaller mainboard inside the lcd back cover.
If you are going to DIY and have proper tools and know safety precaution then please read on: Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). jose54tony, Schematics would only be available from Samsung. Rarely do they let them out of there tight grip!! You may need to look at the smps board and inverter board to find bad transistors that may have also died (muerto) when the electrolytic filter capacitors failed. 12fixlouie
Replace the screen with a known working one. If it shows display then it is the screen which is broken, if not, then it could be the port on which it is connected.
Have you tried to plug it in else where?
If you did and still same problem then from what you said I was hopping that it wouldn't be your problem, but you will need a new monitor.
