try holding the volume up button and then power it on ( keeping the volume up button pressed in ) if you get a menu just click restart tablet. you will loose everything if you reset with pin but some tablets have a hard reboot option like i described but it wont delete anything
Attach to power charger. Try hard shut down then try reboot all while connected. Then at that point you should see your keyboard again once o/s is back up.

Press and hold the power button for about 20 seconds. It should hard reset. If it still get stuck. Power it off. Press the power button then press and hold the power + silver back button for about 8 seconds. You should get a menu that will allow you to factory reset the tablet.
If they are hard buttons, meaning not (software) then yes. The digitizers are usually pretty expensive $100+ and you will need tools to open the tablet. ifixit.com has tools. You may need to get the parts from ebay though.
