Sounds like you have another infared source that the LCD is seeing. Put opaque tape over the infared receiver and see if the issue continues. Look for another IR device in the area.
How can I tell if my remote is working? You could invest in an infared detector pen or device that will detect the infared signal or you could use a common cellphone with camera mode. Place the phone in camera mode and hold the remote up to the camera lens. By depressing the buttons on the remote now you can actually see the emitted infared light slowed down to a visable light, thereby determining that any or all buttons of the remote are functioning properly.
Try cleaning the infrared lens off on both the phone and the receiving device, Use a little rubbing alcohol. Also make sure your battery is charged up.
First of all, you should check and ensure the infared beam is emiting from the remote control. Though we cant see this infared beam with bare eyes, i found a trick to do so in http://www.unique-stuff.co.cc/fixing_remote_control_check_infrared.html
