PXE is for network booting. It sounds like your hard drive died and the BIOS is looking to boot from another source. It could also be a power supply problem... but not as likely.
Your best bet is to remove the drive from your laptop and connect it to another PC via an external USB drive case (cheap at newegg, frys, etc) and try to get the data off of it that way. If the drive does not spin up at all, you can get the data back by sending the drive out to a place like Ontrack, but it's not cheap. If it does spin up, and isn't making odd ticks or noises, then the problem lies within the laptop and you'll want to get in touch with Dell.
If you send it to Dell for repair, do not send the hard drive without backing it up first. Odds are, you won't get the same one back.

It is an indication that the system is not detecting the hard disk drive.
The system has a SSD (Solid State Drive) and you can try to re-seat it
