The fn key acts much like the shift key on your keyboard,,it is used to access the extra key functions which will be marked or written in blue on your key's.
They are supposed to be there.

I dont know how to access all of the symbols that are on a key e.g. one key has a question mark, a slash and two other symbols, one is blue and the other is green

You use teh shift key and the [FN] key to access these extra sets of characters. If it is basically a circle around a symbol then press and Hold the [FN] key while pressing the key you want. If it is the ?,,{,},:," or any of the symbols on the upper part of the number keys at the top of the keyboard just press and hold the shift key while pressing the key.

I have to press down on the blue key fn if not the letters type numbers and symbols

You need to press the "Fn" and "Num" keys. Holding the "Fn" key, press the "Num" key (also printed in blue, in most cases), the release both of them.

I would like a manual for the latitude D610 keyboard to know how to use the symbol that are highlighted in bleu

In the lower left hand corner of your Dell Keyboard -- you will see a Blue Key labeled -- "Fn". This key allows you the use of ALL of the other blue labeled keys on your keyboard. You must press the FN key and the other "blue" key at the same time for them to work.

The keys on the right side of the keyboard with the blue numbers on them are controlled by the Numlock key and Fn key. The light at the top of the keyboard near the power button, with the number "9" inside a picture of a lock, will be lit if the Numlock is enabled.
You may need to press the Fn key to type numbers even if the Numlock is turned on. There is a setting in the BIOS called Enable Keypad and if you set it to By Numlock you will not have to hold down this key to type a number.

If you are still having trouble with these keys, please see the general keyboard troubleshooting guide

Cannot use letters of my laptop unless use fn key but not capital

You need to press the NumLock key to get the keyboard to get back to alphanumeric - it has a symbol of a lock with a number 1 on it. A LED should also go out/icon in your tool tray should disappear as well.

Try hooking up a different monitor. If that is not an option try looking for a key in the F-keys row that has a pic. of two monitors that might even say lcd on one of them. Hold down the Fn key and push the key with the pic once. If not then push the key twice before letting off the Fn key. And so on
