Your a470 has a "low battery" flashing icon that will appear in the upper right hand corner of your lcd display when the battery is getting low. It doesn't appear to have a constant battery display. The manual recommends when you see the flashing icon... change the battery as soon as possible.

What is cr1220 of my a470 powershot

That's the battery that keeps the clock going when the camera is turned off.

If you need to replace it, refer to the instructions in the "Replacing the Date Battery" section of the manual (beginning on page 159 in my copy). If you need a manual, you may download a copy from here.

Flash is off during video mode

Remember, the A470 is primarily a still camera. The flash is designed to put out a very intense and very brief flash of light for still pictures. It is not intended for video. If you need additional light for video, you'll need a light designed for that. Such a light will consume batteries very quickly, if it isn't plugged in.

Even with the new batteries, it displays "Change the Batteries" when ever I am going to take new snap.

Digital cameras are famously demanding on batteries. You must use good alkaline batteries or better, a set of high capacity NiMH rechargeables. Zinc or "long life" batteries just aren't up to the task, and they can leak and cause corrosion.

NiMH batteries with a capacity of 2700mAH are available, and these will last longer, per charge, than name brand alkalines, as well as being rechargeable. You can buy these with a charger fairly cheaply now (though they obviously cost more than disposables). You will probably want two sets, one to be on charge while you use the other.

Canon Powershot A470 - asks to 'change battery' every time it is turned on, then turns off immediately. This is so even when new, fully charged batteries (different brands, rechargeable, non-rechargeable)...

This happened with my Canon Powershot A470. I sent it back to he manufacturer and they said I was using the wrong batteries. Even though the camera is supplied with two alkaline batteries, they recommend using AA NimH rechargable batteries.

Canon A470 The date and time menu keeps popping up every time I switch on the camera despite setting the date and time.

There is another battery next the the AA battery under a little cover marked CR1220. That is the battery size. If that battery is dead, or has never been installed then every time you change the AA batteries the camera will forget the time and date. Try to get one from a specialty store that turns over its inventory quickly and you may find that you will only change this battery every 2 or 3 years.

Canon Powershot A540 - Change Batteries when Batteries Fully Charged

Some of The Canon Powershot A530 and A540 cameras are subject to an advisory recall. Seems that a small spring on the battery compartment door can short out the batteries. Suspect this of yours, in that you mention that your batteries aren't lasting long. If your camera is on the list, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following link for more info:
