hi man, i did disassemble my power shot a4000 last weak, was really easy, one gear was broken and put some glue to fixed... can you tell me more about your problem?
Chances are that the on/off switch is broken. The unit has to be almost totally disassembled to change or replace the switch, so you might want to get an estimate on it. You could change it yourself, but it's quite a job, if you haven't repaired high-end cameras before.
You might want to elect just to remove the batteries, and live with it.

I don't have any experience with this camera, but it does sound like either the switch contacts are corroded, or the switch is broken. Since you mention moisture, we'll go with that. You will have to probably take the camera apart to a measurable degree to inspect and clean the contacts, and that may require a service manual, unless you can find someone to walk you through it, that's been there, done that. I know on some types of cameras, you have to totally dissassemble the entire body to replace a broken power switch- a common problem on certain Sonys, it seems. Moisture can affect both the electrical and mechanical parts in a camera, and often render it unaffordable to service and repair. Wish I had an easy "fix" to tell you about, but sometimes there just isn't one.
Any camera repair guy can repair these. A store that specifically sells digital camera can repair these cameras easily. This is actually a common problem for this camera and its cousin, the m525
I have been tinkering with theses cameras. The lens for the m425 (and m525)
can be removed and repaired manually. Since I am a amateur, my success
rate is about 50%. It all depends on how jammed the lens. If anyone has
good technique in manually repair these, I would like to know.
Will camera power up with ac adapter? If so, fuse 504 has blown.
If camera will not power up with either battery or ac adapter then the possibility could be fuse 503 or the cut off safety switch for the picture card door.
The card door has a plastic tab at the top which when closed activates a micro switch on the main board. It prevents accidental removal of the card whilst the camera is switched on.
If the tab is broken then you will have to effect a repair so that it makes contact with the switch. If the switch is damaged then you can bypass it so that it is permanently closed.

I think the shutter broken. Your problem is same me. And now i need some disassembly procedure for replace it by my self.
The technician send, you can disassembly it from front of camera not from back to CMOS. I only have disassembly procedure from back. Are you have any disassembly guide from front of camera?
