Those can both be safety hazards and should be fixed as soon as possible. Not only will a broken filler tube let gas out but it can let other stuff in, possibly causing other issues. And spilling gas/fumes is a fire hazard. The throttle cable sticking could cause an accident. I've changed one for the same problem on an older Honda Accord. It was a little aggravating but not too difficult for anyone mechanically inclined. The gas filler tube may be a little more involved depending on how it's fitted in the car.

Fuel or Air obstruction. Check fuel filter and air filter. If problem still not resolved, take it to a shop and have them pressure test your fuel pump.

YOU HAVE A BLOWN HEAD GASKET THAT IS`ALLOWING THE COOLANT TO GET DRAWN INSIDE THE CYLINDERS AND THAT WOULD EXPLAIN THE WHITE SMOKE(STEAM) IT SMELLS LIKE GAS BECAUSE THE SPARK PLUGS ARE WET WITH WATER/COOLANT.
