I have a black & Decker Firestorm cordless drill and cordless handsaw (approximately 7 years old). Both take same battery packs. When neither would work I purchased a new battery charger. Still wouldn't work. So I purchased new battery packs and made sure they were charged. Still neither product works anymore. Are the tools themselves just junk now?

It is probably the brushes on the motors are wore out or stuck and not making contact. pretty much junk unless you feel confident enough to attempt repair.

There are light on chargers, some red some green, red means chargeing, green mean charged.
SOURCE: MY 1HR CHARGER FOR MY BLACK AND DECKER 18 VOLT
you can go to Blackanddecker.com and buy a replacement, or go to any major store that sells B&D or DeWalt and but the replacement charger. I would recommend taking the old one with you to ensure the proper one is bought.

This close to father's day you should be able to buy a new drill for about the same as a battery. The 12v would overheat the motor if you ran it for an extended period.
SOURCE: Black & Decker Cordless Drill will not charge battery
Either the charging adapter is faulty or the battery is worn out.
If the recharageable battery is more than 3 - 4 years old then the battery could be worn out.Rechargeable batteries have a finite number of charge and discharge cycles andwill lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up at all. OR Thebattery shows a 100% charge but when the adapter is disconnected the batterydrops off to zero capacity in a very short time. If the battery drops to anunacceptable charge level then the battery needs to be replaced.
