JVM1490SD 003 is the model number. Can we order a replacement part? Do we need a serviceperson to put it back on or can we install it?

You can easily perform this repair on your own and save the cost of labor charges and a service fee. Go to appliancepartspros.com and type in the model number you provided. The door handle is located under Section 1 as item number 1801. Make sure you order the correct color.
To access the door handle mounting screws, you have to remove the inner door panel that goes around the perimeter of the glass. You can use a small screwdriver to simply pry the plastic up and work your way gradually around the perimiter of the glass. Most microwave ovens have grooves in the panel that you can insert the screwdriver into. Use care not to pry against the glass. The glass is tempered and also has an RF shield that prevents harmful microwaves from potentially harming the consumer. If you break the glass, you will need to purchase a new door.
The door handle screws are located behind the inner panel. Simply remove the broken handle and install the new one. Re-insert the inner door panel carefully and gradually work your way around the perimeter of the door glass and make sure it snaps back into place.

I'm not quite sure what you mean. I removed the plastic edging
around the back of the door andI can reach the screw for the top part
of the handle. The bottom screw, unfortunately, is covered by the
inner door panel which also goes around the glass. Do I have to
remove the entire panel to access the screws for the door handle?
There are five or six small screws that apparently hold the panel on to
the back of the door. I assume I have to remove them and then
work out the rubber edging around the glass or is there an easier way
to do it all.
