You can look in your bios if you didn't turn it off by chance. Otherwise you erase it from your hardware and look for it again in new hardware and install.
If it's built-in, your webcam driver shall depend on the model of your laptop. But since you mentioned that you upgraded your OS to Win7, you should find a driver that is compatible both with the brand of your laptop AND Win7.
If you're using an external webcam, it usually comes with a driver when you bought it. But it's possible that the driver is not compatible with Win7 also. So again, you should find a driver that is compatible with Win7.
You can always return to your old OS if you cannot find those drivers.
