It has to restart to start up the boot up process with the card that is probably the reasdon why it is restarting, but then again is your sim card behind the battery?

Unplug power source from LineLink / wall outlet.
Then remove simcard, wipe SIM card with a cloth/tissue and insert the SIM card (metal part facing up) into the slot (make sure the SIM card is spring loaded and clicks into place when inserted).
Plug power source back into LineLink or wall outlet.

It means that your mobile is locked with particular network..to overcome this problem you have to unlock your mobile..there are many ways of unlocking of that unlocking via codes is the safe and best way of unlocking..you can try unlock codes from your provider or can get it from online providers..one of my friend got unlock code for his mobile from mobile-unlocker and
unlocked his mobile and you can too try getting codes from them and get

remove your simcard from phone then try to clean your phone simcard compartment and simcard with white soft cloth,put your simcard back into phone,and always protect your phone from dust replace your phone casing or other parts if its broke
This is happening because when the Sim card is not inserted you cannot access the menu of the phone some nokia phones(including yours) are built that way.

first remove the sim card and then switch on the phone... then choose antenna on... after a few seconds you will see emergancy only on your screen ... turn off your mobile and insert the sim and switch it on again ... this solved my problem ... but this is not working on my cell now..
