I have the same problem. I tried everything I found on the forums (Google search for error 016-317) and finally ended up calling Dell support. Technician arrived at the conclusion that I needed a new system board - $350 for the board and $110 for the technician to come out and fix it. I am looking for a cheaper mother system board and and hoping, in my search, I come up with another, cheaper, solution. Good luck to you.
The paper may not be 'lifting' as you push the paper tray in.
Open the front 'door' of the printer, remove the toners, so that you get a clear view of the paper tray. Is the paper in contact with the pickup rollers ?
The paper tray lift mechanism can wear and there is a small plastic component that can break. Replacing the paper tray will probably do the trick and fixe this.
