I do not have Cummins codes so I would consider replacing the injectors or taking it to a Cummins service centre to have it fixed as the parts will not be cheap if not diagnosed correctly
autoshutoff relay or clogged fuel filter..also diesels have a hard time starting when its near zero..need to add a cetane boost to the fuel as it can gel up..about a quart per 50 gallons..also need to look at the glowplug circiut or preheater and see if its working..
loosen one fuel line to one of the injectors, try to start the truck and look for the fuel to spray out of the line. it should spray rather hard if the injector pump is working right. if it just dribbles or trickles out you have a weak pump.

Research the trouble codes.....my '01 had a similar problem, turned out to be the CPS (Cam Position Sensor).
Easy fix.....10mm nut and unplug/plug in and reset codes and your done.

your code is PCM/ECM power input signal intermittent. this is ussually a sign of a bad connection whether it be in a connector or a short or brake in a wire.
