You have neglected to include the model number which you must have if you have the manual. Jackson produced a number of models. That said, here is a site that may help you because it shows where parts go in a schematic:

Your water inlet valve is likely leaking by. Could be something is stuck inside or possibly the valve is worn out. The Jackson part # is 04810-100-12-18. There may also be a rebuild kit available. You should be able to purchase this from your local repair company.
