I have same problem as you. I couldn't solve the problem, but when appear the error box I click the next button (many times, about 40 times), and the program installing have finished finally. And I could start the game. So you have to click to next button not the cancel button!

make sure there is the directx is installled and updated... (you can install it from internet..) also make sure your pc has graphics requirements for the game... make sure the directx driver is active in device manager..

move to the USA,,,play game then go home

You either need to install DirectX or your Video Card does not support the game you are trying to play.
