I have a Dell xps m1210 it started keeping this noise when it boots and stops when the windows logo appears. I thought it was the memory and changed that but the problem still exist. It did not recoginise the new memory of 4GB. I tried restoring the laptop to the factory setting and it started the process and then a pop up window alerted me to contact dell support when i exited that window, the computer began to reboot and after the dell logos disappears and the blue bar at top of the screen appears the laptop begins to keep this extremly loud noise. The only way to stop this noise is by pressing the on & off button. This noise does not sound like a mechanical noise.

Check the fan. It sounds like your fan is trying to cool a system that is overheating. Make sure all your vents are clean as it will not cool properly if dust has accumulated in them. Check the fan. The cd-rom in the M1730 might not like the type/brand of disc you are using. An alternative would be to remove the HDD from the laptop and either put it in an external enclosure or get an adapter kit and hook it into another computer all together to recover your data. You can also try to make a bootable USB drive in order to boot the computer.

akip all the screews then cover down open here in rigth side see the batery disconect it for a few seconds and then put ir again and ready some times only with the tap of the memory can see it battery remplace it too
You might want to try what I did when I had a completely discharged battery for my Dell Laptop. I attached the battery to the computer, make sure the computer is off and plug in the charger for a full twenty four hours (undisturbed). And this really worked. I had no problems with the battery. Good luck.
After the logo flashes, press F8, repeatedly, until a white-over-black "boot menu" is displayed. Choose "Safe Mode", to see if this "minimal" version of Windows will startup successfully.
if you bought this from dell, use the restore disks that came with it starting with disk one. you wont be able to save your files bt at least you will have a usable computer. i have an XPS studio 16 and had to do the same thing.
Most likely it is the POST throttling up the fan to 100% during boot up. Then it switches over to ACPI(?) power manangement and Windows manages your fan speed to extend battery life.
If it continues, try a can of compressed air, and breifly blow out any debris from the system fan. Bits of paper and critter-fur can get sucked up into the system.
This is a known vista issue where it creates a backup of your profile for some reason there registry edits to try and fix it but a system restore is much easier. Follow the below steps to solve problem.
Turned computer on and immediately pressed F8 repeatedly until I got "Advanced Boot Options" select "Safe Mode" computer then opens safe mode login as admin if possible, with a "Help" window, in the help window there is an underlined "What is System Restore?" then select "Click to open System Restore" restore to a previous state before which the fault occurred. Click OK and after config changes should be good to go.
