Connect the telephone line to the LINE socket of the fax machine and a telephone receiver unit to the EXT socket of the fax machine.
To send a fax, put the document on the platen glass (face downward) or face upward in case of ADF.
press on hook dial, (here the dial tone on machines speaker)
dial the fax no. ( wait for call connection and here the fax Rx. tone)
press START.
To receive a fax two procedure can made, manual- lift a hand set of telephone receiver on incoming ring, here the TX tone(periodical beep tone) press * 9 * of the telephone receiver. In auto mode go to fax setup select ans. to ring or auto fax etc. to activate atuo reveive of fax.
Is there a dial tone if you pick up the reciever ? Can you send faxes or use the machine to make a phone call ? If you can make calls or send faxes the machine probably needs to be set to the auto recieve mode so that it automatically answers when a fax is being recieved. If no dial tone you may have a loose connection to your phone jack.
Ricoh no longer supports the 1900L, so you can't get the manual from their website. Other sites like Retrevo.com don't seem to have it either. You can view the product brochure here:

check the setting on the display hasnt been changed to manual or tel settings it should have a RX mode this need s to be set to auto or fax mode otherwise you will have to keep lifting reciever and then press start button torecieve faxes
Im not very familiar with that that model in particular. I would check to see if the is an auto recieve button on the control panel or in the fax settings. Just a thought not an absolute solution.
press the "on hook" dial key. this should let you hear a dial tone. If you don't hear a dial tone, then it is probably the phone line and not the machine. You may have to call your telephone company.

it sounds like a programming issue, the machine should be auto recieve mode to work properly. but please be more descriptive on make and model and when it gives you the code
if you have the fax-575 there should be a TAD setting.
This is the setting you would use if you're using an answering machine on the same phone line as your fax machine.
To set the Recieve Mode :
Press Recieve Mode. The LCD display shows your current selection.
Continue to press Recieve Mode until your new selection appears. After 2 seconds the screen returns to the date and time display, along with your new Recieve Mode setting.
The 4 Recieve modes are Fax Only, Fax/Tel, TAD:Answering Machine, Manual.
