Will the patton electric heater significantly raise my electric bill

1500 watts is 1.5 kilowatts. Run it for 1 hour and you have 1.5 kilowatt hours. My electricity costs .08 per kilowatt hour so, when I run my 1500 watt space heater, it costs me a whopping .12 per hour to operate. I can afford 12 cents per hour, compared to oil at $3.50 per gallon and a burner that burns up to 3 gallons per hour.

Installed but not heating

State point-of-use electric water heater plugs in.
Check that outlet has power.

The water heater must be full of water or elements burn out instantly.
Test the element.

http://waterheatertimer.org/How-to-install-point-of-use-water-heater.html

Match voltage to water heater:
This electric water heater, like all electric water heaters, will work on 120Volt, 208-240Volt or 3-phase unbalanced.
But wire size and breaker must match element wattage.
If you have outlet, check the wire size and breaker, and check what other devices are drawing power from same circuit, then add up total watts and compare with charts on link below.

I would like to know the electrical requirements.( voltage and amperage) Does it plug in or is it hard wired? If the power goes out is the hot water also out? thankyou

Are you asking about tankless gas or tankless electric?

You posted under Tankless gas water heater: gas type tankless plugs into standard 120Volt household outlet to power circuit board. You need larger gas line than used for tank-type gas water heater.

If you are asking about volt and amp draw of Tankless electric, then that depends on specific model number.
For example, if each tankless element draws 3500Watts, and unit has 3 elements, you will need 3 additional 20 amp 240Volt circuit breakers. Volts x amps = watts. 3500 watts divided by 240Volts = 14.58 amps. At full blast, this unit would draw 43.75 amps and will cost more to operate yearly than tank-type electric water heater. If unit has 4500 watts elements, then it will draw 56 amps at full blast, and use a good percentage of household power.

Tankless water heaters have no hot water in power outage. This is true for gas and electric models.

I REQUIRE A TIMER THAT WILL LOOK AFTER 220 VOLTS FOR A SMALL WALL BUILT IN ELECTRIC HEATER SPRING LOADED 30MIN

You want spring-operated 30 minute countdown timer for 240Volt electric heater.
You don't say how many watts your heater is.
Answer is longer without knowing watts.

1) As you know, you can turn off any 240Volt circuit by turning OFF one hot leg.
http://waterheatertimer.org/240-v-water-heater-circuit.html#120-240
People are skeptical when working with 240 V and believe both hot wires have to be turned OFF.
But you know the heater needs both hot wires. Disconnect one hot wire and see.
240V water heater thermostats operate in this way ... they turn OFF 1 hot wire.

2) Intermatic FF30 and FD30 series timers can directly turn off 1 leg of 240Volt 2500 watt heater.
Max 2500 watt, no more.
This Intematic timer is rated for wattage shown. With other brands, check the rating.
Amazon sells FD30 30-minute
http://www.amazon.com/dp/B00004W4WW/ref=sc_vs_google_Intermatic_2520FD3

3) Intermatic also makes DPST timer if you want to turn OFF both hot wires
Aplussupply sells FF and FD Intermatic timers, and 30-minute DPST model FD430M
The rating is same as shown above.
http://www.electricsupplyonline.com/prod/intermatic-springwound_timers.php
http://www.intermatic.com/products/timers/in-wall%20timers/decorator%20spring%20wound%20timers.aspx

4) If your wattage is greater than 2500 watts, then you need to install a 30amp contactor with 120Volt coil. Timer turns magnetic coil on-off, coil opens and closes contacts that turn heater on-off. You can use any ordinary light-weight wall timer with a contactor.
http://waterheatertimer.org/Countdown.html

5) Following page gives you information for installing a contactor to handle 240Volt loads up to 5500 watts.
Pages show how to wire, where to buy, what to buy.

For a price, expert speaks with you over phone while you work on timer or any do-it-yourself project.

Model PT 268 heater doesn't work at all but seems to have voltage

Hi,
Yes it would seem that the thermostat or the knob would be the problem...when checking for voltage you need to check for 220v across the two terminals for the heating element. You will have 120 feeding back and forth all over the place but the fan and element will only work if they have 220... so you can have voltage and it still not work...

Electric baseboard heaters

measure the room, then multiply the length by the width to get the square feet you want to heat. multiply this by 10 and that is the watts you need to heat the room assuming you are using standard 220/240v baseboards.
