Your brush roller isn't turning unplug the vacuum and see if you can turn the brush roller and also notice if it turns freely or is it stiff, take the roller out and remove strings, carpet strands and hair.if you can pull the ends off clean the ends good and maybe add just a little drop of machine oil on the bearing on the inside the roller where the bearings are.clean the motor shaft.there is probably old burnt rubber on the motor shaft.you can use a pice of emery cloth ,clean it till you see the polished finish .but i would say your problem is in the brush roller and the motor shaft.i hope i was some help to you.can you please leave some feedback

Well the problem happens due to the belt If the belt not installed correctly, the rubber belt will grate against one of the components in the roller brush housing. The friction of the belt against the housing produces a pungent burning odor. To correct this you need a right belt, each vacuum cleaner manufacturer produces specific belts for specific machines. An incompatible belt installed on the vacuum cleaner will cause the belt to break or burn.
Did you make sure the brush that the belt turns is free to move?
Sometimes they get bound up and will not turn and as a result, the belts either burn or break.
Remove the roller brush, clean the ends and remove any debris, lubricate the ends of the rollers where they are held by the stationary brackets and re-install with belt in correct position.
Belt must be installed in the proper manner as well.
OK - so you need to instal a new one! But before that, two questions: first - why did the old belt break? second - is your DC07 a model with or without a clutch?
Belts rarely break from simple old age; the usual problem with this vac is that the bearings in the brush roll get sticky, so it doesn't revolve freely. If this is the problem, it can sometimes be alleviated with a spray lubricant, but the only long term solution is to instal a new brush roll.
As for the clutch - if it's got one, there's a knob towards the front right of the floor unit. If it has one, the drive belt is integral with the clutch, and the whole unit has to be changed. If it has no clutch, then installing a new belt is simple. For excellent illustrated guidance, go to www.dysonmedic.com
Due to the way carpets are made - new carpets sometimes have a lot of loose fiber. This is NORMAL and it may take 3-5 times to vacuum the carpet till it goes back to normal. Spitting out fuzz balls is a bit weird. Make sure you have the belt installed right - see video on www.goodvac.com. but the fact that belts keep breaking I am assuming that you have them installed right. Give it a few more belts and if the problem presists - let me know.
Either the belt is not tracking straight, the brush roll is bad(check the ends to make sure they turn easily), or the base has warped and the brush roll is not sitting in the proper spot.
HELLO, JUST REPLACED THE BELT ON OUR'S. FIRST TAKE LITE LENSE OFF THERE WILL BE 2 SCREWS, REMOVE. THEN FLIP OVER POWER MITEON EACH SIDE PRY WITH 2 SCREW DRIVERS WHERE THE ARROWS ARE TO SEPERATE & THERE IT IS THE BELT. MIKE
Check the brush roll ends to see if they have melted or frozen. They should turn freely, part #361869-1. Make sure the belt isn't being pinched somewhere.
There should be an access panel on the top side of the cleaner. Pry this open with a screw driver and this should get you access to the area where the belt can be changed.
The first thing to do is replace the flat belt (38528035), this belt will stretch after a short period, it is the one that drives the drive mech. Also the cable may have broke, if you look down on the right side, you can see the cable, did it break there or is the #34 actuator(#43143046) that the cable attaches to broke. The cable (#43211019)sometimes breaks on the upper end #14, take the handle off and you will be able to tell.
