Depending on the type of governor the spring arrangement is fairly obvious if you remember the springs are intended to open the throttle and the governor is supposed to close the throttle as the speed rises until the two forces are equal at the governed speed.

The governor and the springs should not interfere with the idle in any way though a generator usually has no idle setting but settles at the governed speed as soon as it is started.

Unless the springs have been disturbed I suggest you concentrate instead on discovering why it won't keep running. It sounds very much like a fuel fault but that shouldn't prevent you servicing the ignition as well as per best practice.
