I don't know how to adjust the shutter speed of my olympus 1050 sw. the current shutter speed is 1/30 but the maximum is 1/1000. how do i set it to higher shutter speeds?
On most indoor shots the shutter speed will normally be 1/30 if you need or want it to be faster than that the only way to do that with this camera is to set the ISO to a higher value. Page 29 of your user manual explains how to set the ISO value for the camera to allow for faster shutter speeds.

I've gone through the manual, and i don't think you can. Many simple point and shoot cameras have just one fixed aperture. In the manual, the only thing i found was on page "10. P (Program auto) The camera automatically sets the optimum aperture value and shutter speed for the brightness of the subject."
First I would try to reset the camera in settings menu. However, I would think this point more to the fact that the camera is defective and will need to be sent in for service.
Turn the selector to the square "camera" icon (just above AUTO).
Press the Menu button, select Panorama. Choose Combine In Camera 1.
Point your camera at the left or right side of whatever you are taking the picture of and press the shutter button. A flashing icon appears with arrows pointing left-and-right. Pan the camera left or right (your choice) as if to take the next shot in the panorama ... a blinking diamond appears and then a square box - keep moving the camera until the diamond enters the square box, the camera will automatically take the next photo. Move the camera again in the same direction, another diamond and square box appear and the photo is automatically taken as before.
To take another panorama shot, repeat this entire procedure, beginning with the Menu selection.
the lens may be stuck ... that is not coming out or not returning in either condition causes it to do something like that ,i.e blingink red light or an error code etc .... solution is that you'll need to open up the camera with a set of precission screw drivers and manually turn in or out the lens to start it back in operation either ways its a bit technical if you never did it before ....could be caused by moisture getting into the camera .....
This camera has a fixed lens and there is no way to change the aperture for the camera. It is a simple point and shoot model camera. The camera whether in Auto or Program mode will determine the best aperture and shutter speed to use based on the lighting conditions you are shooting in.
