If it says to connect to iTunes there is nothing else that you can do. Just connect it and it will solve the problem immediately.

YOU NEED TO RETURN THIS PHONE TO ITS OWNER. YOU CAN TURN IT IN AT ANY APPLE STORE. PEOPLE HAVE HAD THEIR PHONES TRACKED SO YOU BETTER DO THE RIGHT THING.

How do you enable iphone 4s ios7 without computer or icloud?

I'd contact the seller and see what's going on. It could be a stolen phone. Disabled means that someone entered the wrong passcode too many times, and you WILL need a computer (iTunes) to restore it.
