Most likely the stator on top of the motor. Its fairly easy to replace. It could also be dirty or rusty which will keep the current needed to charge the battery from being produced. Also check fuses if applicable. Hard to say with the small amount of info you've provided. There are too many variables to give you a decent solution. Maybe a battery that is no good, that is the exact behavior of a bad battery. Old batteries just wont keep, or take a charge, if at all. Try a new battery, if it persists then you know its not being charged.
