During the summer and warmer days it works great, but once it get's chilly outside ( around Below 63) it won't go down. It'll start to go down but then it stops and goes back up. Sensors on the side of door are clear. Can only close door by holding down the bottom on the side door of the garage. then I still have to hold it until the door is completely closed or it will go back up.
First change all your batteries 2nd check sensors it can be off by a hair. I had same problem. If you get flashing or clicking count the number of times it does so then check the manual for the answer.
Control board has thermal issue. Bad solder joint that contracts when cold could be the culprit. Take out board and carefully resolder every ****** connection on board.

If the sensor light or receiver gets kicked, it can be knocked out of alignment. If it's not aligned, it will act as though it is blocked -- in other words it will open, but not close.
I fixed my buddy's opener not long ago -- you should have two parts of the sensor, near the floor at the bottom of the door. One is an infrared light, the other is a receiver. The receiver should have a little LED on it. This glows green when it is receiving a clear signal from the other side. If your's is glowing red when you can see that the path is clear, try adjusting the aim of the infrared light. You should be able to gently move the light from side to side until you see the LED on the receiver glow green.

You have a photo eye (sensor) issue as you suspected. Be sure both green lights are on. If one is flashing or is off, the photo eyes need to be realigned or there may be a wire shorting out (check for staples in the wire) to the photo eyes. Sunlight can also be an issue. The photo eyes might have to be moved away from the opening to be out of the sunlight.

There are ususally two adjustments on garage door openers...
One is for the pressure and the other is for the travel. Assuming that the travel adjustment is properly adjusted...
On a cold day things are a little tighter and it "wants" a little more downwards pressure to complete its cycle. Sorta like me in the morning -- I need a little coffee to get going on a cold morning.
Adjust the down pressure/force just enough to make the unit close properly. Do not over adjust the down pressure or you will find it won't stay closed. Sometimes the manufacturer doesn't make it too clear where this adjustment is, but you should be able to find it if you look around.
I have seen units that were installed for years all of a sudden need a little tweak of this adjustment.
