Is it a hydrostatic tranmission? If so, sounds like the fluid might be old or not the right viscosity. Recommend changing the trans fluid, and use recommended viscosity of fluid.

Check the wires to the seat switch. Under the seat you should find 2 wires connected to the seat. Unplug them, and use a jumper on the end that goes into the body of the mower. Try it again, and if it works, replace your seat.

it may be full of dirt etc and has soaked up most of the oil inside the case, if the axle seals are worn and the selector shaft seal is worn I would say that is the problem, if that is the case you may be up for a new trans as I have done a transaxle just recently and the damage inside was extensive and expensive.
you will have to remove the trans and seperate the trans case for inspection
