On the ASA dial ( left side of the camera ) there is a small lever that can be moved up and down. Try moving it and while you hold the lever in the up position press down the rewind knob which should move down.

How do you rewind while dictating with the Olympus DM 620?

To rewind, you simply push the rewind button. However, this does not rewind from the point you are at like a tape does, it goes to the beginning of the recording. Once you are in the play mode, pushing rewind will rewind from that point.

The play, rewind switches won't stay down

I have advised people before that replacing belts is not the only answer and sometimes people that are not experienced can upset some part of the deck without knowing it. We don't yet know the model or brand of the unit and from the description this kind of points to a Piano key or lever key type deck. I could also be a cam system deck. This complaint of buttons not staying down would not apply to a tack switch or solenoid type transport.
Like Jerry says a visit to a good Tech is the answer. I have been doing tape decks for 40 years and have worked at Sony and Teac service shops. If you need my help let me know. I am near Chicago.

Kenmore progressive canister Sweeper

I figured it out ..by pushing the lever down and pry a screw driver into three different spots on the top, to release the rewind bar. Looks like three little j hooks hold it down. It took a flashlight and night time for me to see it.
