This could be caused by the commutator not being smooth and causing undo where on the brushes

spares sounds like the throttle pot is not being centered upon release making the scooter move in reverse or forward depending on which way it is off center. try pushing on the thottle lever slowly forward when you stop to see if that stops the creeping. Then you can try to adjust the pot by loosening the lever and retightening it in the forward direction that stops the creeping. You might have to order a new throttle pot assembly to get this working right. Hope this helps

You should be able to find a local shop that specializes in rebuilding DC motors. The cost of a rebuilt motor is considerably less than a new one. The rebuild shop will turn the armature, replace the brushes, replace the armature bearings, clean up and replace the contacts, etc. The only downside is that the warranty will only be upwards of 90 days. In my experience a rebuilt motor may get you an additional 6 to 8 months before it needs to be replaced with a new one. You need to weigh the cost of each alternative and make a decision. If you have a free source of labor, the choice becomes easier.
Unfortunately, I cannot recommend any rebuild resources since I live in the U.S. Hope this helps.
