Sounds like it is leaning out, running out of fuel. That can be the strainer at the gas tank, any fuel filters it has. Disconnect the fuel line from the carb and see how good the flow is to it, and check for water. A new spark plug never hurts.

had same problem with a small 2 cycle outboard motor last year. I had run it during the summer, put it away for the winter and when I went to fire it up the following Spring it would only run with half to full choke. Old fuel had gummed up the carburater by letting it sit in there for a few months, had to disassemble and clean all the carb parts (including the jets) and it worked good as new. You could do it yourself or take carb to a small engine repair shop and have them do it. May or may not require a rebuild kit depending on how gummed up it is. Hope this helps.
Ignition key on, throttle three quarters on, full choke, press primer 3 or 4 times, pull cord. Should cough, maybe start and run rough, then as it's chugging, turn choke to half, then quarter choke, let it warm up slightly, then choke off.
Small piece of dirt or debis under the fuel inlet needle causing the engine to flood out. I would clean the seat with a q-tip and a little jewlers rouge, polish the seat and install a new needle. Hope this helps. If it still leaks then replace the needle and seat due to it being damaged
